SACRAMENTO – "I feel honored," says Fawzia Keval, the principal of South Sacramento’s Prairie Elementary School. Out of 39 elementary schools in the Elk Grove Unified School District, Keval’s school had the second highest gain in California Academic Performance Index scores, released last month.
